How do I remove the key from the ignition?

I have a 2001 Plymouth Neon and the key will not come from the ignition. The automatic transmission will in the acceleration of "Park" without the brake is applied. I think there a relay or lock that is not exciting and does not tell the inflammation it is safe to Delete key. Would there be a fuse and, if so, where would it be located?

You need one hand on the wheel and start to pull against the clock while jiggling key. Do not be too jerky with the key, you do not want to break down, slowly but firmly.
